Canada Advances Digital Sovereignty with Telus First AI Factory and NVIDIA Partnership

Inbizzy, Montreal, – Canada is strengthening its position as a global hub for artificial intelligence (AI) with the launch of its first sovereign AI factory in Rimouski, Quebec, and strategic collaborations with NVIDIA and other industry leaders.

The announcement took center stage at the All In Canada AI Ecosystem event, featuring Evan Solomon, Canada’s Minister of Artificial Intelligence and Digital Innovation; Kari Briski, Vice President of Generative AI Software at NVIDIA; and Aiden Gomez, CEO and cofounder of Cohere. The panel was moderated by Amber Mac, SiriusXM host.

Solomon emphasized that AI development is not only about technology but also about digital sovereignty and economic competitiveness.

“The AI revolution marks the birth of a new entrepreneurial era. For Canada, ‘All In’ means building digital sovereignty — one of the most pressing policy and democratic challenges of our time,” he said.

Briski highlighted the importance of nations building their own AI systems.

“AI must reflect local values, understand cultural context, and align with national norms. Digital intelligence isn’t something you can simply outsource,” she stated.

TELUS Launches Canada’s First Sovereign AI Factory

TELUS, a Canadian communications technology company and NVIDIA Cloud Partner, announced the opening of Canada’s first sovereign AI factory, powered by NVIDIA accelerated computing and developed in collaboration with HPE. The facility offers end-to-end AI capabilities — from model training to inference — with full data residency and control within Canadian borders.

The factory, already serving clients such as OpenText, operates on 99% renewable energy and the TELUS PureFibre network.

  • Accenture will leverage the platform to deploy industry-specific AI solutions.
  • League, Canada’s leading healthcare consumer experience provider, will run its AI-powered healthcare solutions through the TELUS sovereign AI factory.

RBC Capital Markets Builds AI Agents for Finance

In parallel, RBC Capital Markets is working with NVIDIA software to create enterprise-grade AI agents for financial services. Using NVIDIA NeMo agent lifecycle tools and NIM microservices, these agents accelerate the delivery of market research and insights to global clients.

RBC, TELUS, and NVIDIA will share best practices for agentic AI development in a special session at the All In event.

Canada’s AI Momentum in the Global Context

Canada’s AI initiatives align with a global trend as countries establish sovereign AI strategies to strengthen economic growth and research ecosystems. Over the past year, NVIDIA CEO Jensen Huang has joined world leaders in France, Germany, India, Japan, and the U.K. to highlight national AI strategies and infrastructure investments.

During a visit to Canada last year, Huang described the country as the “epicenter of innovation in modern AI,” building on the pioneering work of Canadian researchers such as Geoffrey Hinton and Yoshua Bengio, who also addressed the conference.

Closing the session, Solomon underscored the competitive nature of technological leadership.

“Leadership is not a birthright. It must be earned again and again — and the competition is fierce,” he said.
